Job Goal

To provide substantial and effective leadership, direction, and oversight in developing, coordinating, and maintaining fiscal and administrative services and fiscal solvency to facilitate successful educational programs and related support services throughout the district.


Qualifications

1. Bachelor’s degree in accounting from an accredited institution.

2. A minimum of five (5) years’ experience in governmental accounting, finance, or budgeting, school district experience is preferred.

3. Certified Public Accountant (CPA) preferred.

4. Experience with Skyward School Management Software.

5. Experience with Financial and Program Cost Accounting and Reporting for Florida Schools.

6. Such alternatives to the above qualifications as the Superintendent may find appropriate.


Performance Responsibilities

• Create and maintain accounting procedures for the district that align with the Red Book and school finance accounting requirements.

• Administer financial services, including budgeting, financial accounting, program cost reporting, accounts payable, cash receipts and cash flow.

• Attend school board meetings as requested by the Superintendent.

• Prepare and submit monthly financial statements to the Superintendent and School Board.

• Prepare financial reports as required by state and federal agencies having jurisdiction over public school funds.

• Work closely with the Chief Financial Officer.

• Present and administer agreements resulting from collective bargaining.

• Facilitate and oversee the ongoing audit process by other agencies, respond to auditors’ concerns and questions during audits and coordinate the district’s formal response to audits.

• Arrange for and oversee the required audit of internal accounts.

• Conduct follow-up activities to remedy audit findings of an adverse nature.

• Serve as the District’s purchasing administrator as assigned, including RFP’s, bids and contracts as necessary, with responsibility for managing and coordinating purchasing through the district assuring maximum value educationally and financially in securing supplies, materials, equipment and services.

• Plan for and control the cash flow to ensure that adequate funds are available for daily operations and to receive maximum returns on investments.

• Provide overall supervision of the district’s investment program.

• Assume responsibility for the district’s FTS audits, surveys, and reports, including instructional applications, annual estimates and collections and analysis of data.

• Create and maintain procedures for timely expenditures of federal grant dollars.

• Prepare and submit all federal grants reports in a timely manner.

• Aid schools and departments in preparing and maintaining budgets.

• Create and apply procedures for internal accounts, accounts payable, and accounts receivable.

• Prepare or supervise the preparation of all required reports and the maintenance of all appropriate records.

• Attend state and federal meetings and keep abreast of legal requirements and proposed changes providing advice to CFO as to their effects on the school system.

• Create and coordinate the planning, implementation and evaluation of finance and business services necessary for the efficient operation of the school system, including managing the district’s risk management.

• Manage and oversee food service revenue postings and bank reconciliations.

• Follow district’s finance policies and procedures.

• Maintain professional growth and improvement to keep current on all financial requirements, procedures, policies, etc.

• Create, perform, or oversee other tasks that are consistent with the finance department.


Physical Demands

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed.

Terms of Employment: 12 months
